Consulting Services

Pacific Housing Assistance Corporation provides housing consultancy and project management services to public and private agencies. Other services performed by the corporation include project feasibility analysis, technical assistance, housing policy evaluation, planning and research, and federal wage and labor standards compliance advice. 

Pacific Housing Assistance Corporation assisted other organizations in developing 700 affordable rental and for-sale housing units valued at approximately $73.2 million. The affordable housing developments are located statewide and provide housing for low-income families, the elderly, and persons with disabilities. 

Special Needs Housing

Pacific Housing’s special needs projects include 31 group home and apartment developments, providing 338 housing units for persons with physical, intellectual and developmental disabilities, mental illness, HIV/AIDS, and victims of domestic violence. 

Senior Housing

Six senior housing developments have been created by Pacific Housing, providing 272 apartments for seniors earning up to 50% of the area median income (AMI).

For-Sale Homes

Pacific Housing served as a development consultant for a 96-unit single family subdivision in ‘Ewa, O’ahu, for families earning up to 80% of the area median income.

Sales Program

Pacific Housing Assistance Corporation completed its first two homeownership developments in the mid-1980s. Hoʻakea Subdivision, completed in 1986, is a 152-unit single-family community located in ʻEwa, Oʻahu, and includes two-, three-, and four-bedroom "expandable" fee-simple homes. Purchase prices in the subdivision ranged from $65,000 to $80,000. 


Kilauea Estates
, a 49-unit single-family fee-simple subdivision located on Kauaʻi, is the corporation's third for-sale development. Completed in 1998, Kilauea Estates was constructed with loan funds from the County of Kauaʻi Pakuʻi Housing Program. The Pakuʻi Housing Program was established in 1992 with federal emergency disaster funding granted to the county in the aftermath of Hurricane Iniki. Three single-story, three-bedroom, two-bath models with sales prices ranging from $159,500 to $161,900 were sold to families earning at or below 80% of the area median income for Kauaʻi. The project also included a two-story, three-bedroom, two-bath model for $178,000.
